WHY
Rochdale Borough Council understand the importance of Co-Production and weaving it into everything they do.
Across 2023 and 2024 Rochdale Borough Council partnered with ICE to support the Co-Production of 4 key documents, including:
- Adult Social Care Strategy
- Adult Carers Strategy
- Co-Production Charter
- Adult Social Care People Plan
HOW
Together, we engaged over 150 people across Heywood, Middleton, Rochdale and the Pennines, including those with lived experiences (e.g those who have experience of drawing on care and support or being a carer) and those with learned experiences (e.g. those in the workforce and the VCFSE sector).
At ICE, we prioritise meeting people where they are and making co-production activities accessible and comfortable for everyone involved. This is why co-production was taken out into the heart of Rochdale Borough’s communities, including face to face focus groups and workshops at local community centres, giving people the opportunity to engage where this suited their needs.
WHAT
Together, people with lived and learned experiences helped shape the strategic priorities, including what the Council will focus on.
By working with people from the heart from the start, Rochdale Borough Council are confident the strategies and charter reflect the wants and needs of individuals and communities across the borough ‘for now’.
They are committed to working together to create better care and support that reflects the needs of the community. They understand how important it is to continually to listen, learn and improve what they do and respond to changing circumstances.
“By keeping people at the heart from the start, you’re more likely to develop and deliver high quality support and care which caters to the needs of the community”

“From listening to people, and the carers and families of those who use Adult Social Care services, we know they are the experts because they have lived and breathed what the care and support is like in the whole of Rochdale Borough”
